It is a clear, silicone type liquid. You rub a drop or two between your palms and then rub it over your hair. I'm not sure whether that is what you're thinking of. Anyway, it didn't reduce static, but it did bring down the volume quite a bit and made my hair shiny. I'm not sure it's good for the hair though.
